Outrage over elementary students handcuffed in class

Federal data shows 715 fifth graders were arrested at school in the most recent schoolyear. CBS News found that elementary students with disabilities and Black students were more likely to be arrested than students of other races or students without disabilities. Stephen Stock reports.
